Our role: We respond to tier-1 EOIs, provide fixed-price or schedule-of-rates quotes for defined scopes (typically $20k–$150k ex GST), execute to Defence Estate standards (AS 4100 structural steel, AS 1428.1 accessibility, fire rating compliance), and deliver with minimal disruption to operational facilities. All work is performed under the head contractor's Defence security clearances; our team holds current National Police Checks and Working with Children Checks, and our Director holds SCEC baseline clearance for approved access to restricted areas when required by scope.

Procurement Pathway

  1. Head contractor EOI: Tier-1 issues EOI or direct invitation for specific Defence Estate scope (e.g. Williamtown Air Base hardening, Singleton Army Base maintenance).
  2. Site access & briefing: Head contractor arranges site access under their Defence security clearance; we attend site to measure, photograph (approved areas only), confirm constraints (operational hours, security zones, environmental controls).
  3. Quote & program: We provide fixed-price or schedule-of-rates quote, detailed methodology (e.g. SCEC panel installation sequence, access control coordination), and program (typically nights/weekends for operational facilities).
  4. Award & mobilisation: Head contractor awards subcontract (typically NEC4 or AS 4902 form); we submit SWMS, induction records, insurance certificates, IPP compliance declaration.
  5. Delivery: Works supervised by licensed builder (Brad Robinson, Licence 477499C), daily site diary, photo progress reports, coordination with Defence security officers and operational staff.
  6. Handover & defects: Practical completion inspection with head contractor + Defence Estate rep, defects rectified within 5 business days, 12-month defects liability period, as-built documentation and warranties provided.

Indigenous Procurement Policy (IPP) Compliance

No — our current capacity and financial prequalification limit us to subcontract delivery via tier-1 head contractors (Barpa, Thales, Built, Multiplex, ADCO, John Holland). We respond to tier-1 EOIs for specific trade packages (carpentry, hardening, minor works) typically in the $20k–$150k ex GST range. For projects >$500k we partner with tier-1s rather than lead.

What is SCEC clearance and do you hold it?

SCEC (Security Construction and Equipment Committee) clearance is required for tradespeople installing or maintaining security-sensitive infrastructure (access control panels, CCTV housings, intruder detection systems) in Defence facilities. Our Director (Brad Robinson) holds SCEC baseline clearance, allowing approved access to restricted areas when required by scope. Site-level access is always coordinated via the head contractor's Defence security liaison officer.

How does IPP credit work when we engage you as a subcontractor?

If your Defence project is valued >$200k (ex GST), you are required under the Commonwealth Indigenous Procurement Policy to achieve a minimum 3% Indigenous spend. When you subcontract to Koori Constructions (100% Aboriginal-owned, Supply Nation certified), our subcontract value counts toward your 3% target. We provide quarterly Indigenous spend statements and certification documentation to support your IPP reporting to Defence.

What is your typical mobilisation timeframe for Defence projects?

EOI response: 5–7 business days from invitation. Fixed-price quote: 3–5 business days after site access and scope confirmation. Mobilisation: 2 weeks from award (includes SWMS preparation, insurance certificate updates, Defence induction completion, tool/material procurement). For urgent scopes (e.g. emergency repairs) we can mobilise within 5 business days if materials are available.

Do you carry Defence-compliant insurance?

Yes. Public liability: $20M (Defence Estate typically requires $10M minimum; we exceed). Contract works: project-specific, typically $500k–$2M depending on scope. Professional indemnity: $5M (via HIA Corporate). Workers compensation: current NSW certificate. We provide insurance certificates and Currency of Cover confirmations to head contractors before mobilisation.
